Before Few · Before Great many
The article a is almost never used with plural proper nouns. However, there are some exceptions such as with the adjectives few or great many:
e.g.

#There are a few Germans living in Kobe but other foreign nationals outnumber them.

#There are a great many Moslems in Pakistan.

Before Certain Numbers
Occasionally, the article a is used with certain adjectives of number before a plural proper noun:
e.g.

Nearly a million Toyotas were sold in the US in 1994.

Over a thousand Americans were living in Kobe before the Great Hanshin Earthquake. Most of them are still living there.
